Hi Fellow Ilocanos,
This Open Letter is one of those things we collectively have to address to ensure that Ilocano Literature survives and thrives all the way from Kindergarten.
This pertains to my post in Multilingual Philippines entitled “DepEd Order No 16, s. 2012: God and the Devil in the details“. In that post I wanted to focus your attention to what I consider is a landmark action by the Department of Education as contained in DepEd Order No. 16, s. 2012 (DO 16) addressed to DepEd
Schools Division/City Superintendents.
The operative paragraph of DO 16 is: “1. Starting School Year (SY) 2012-2013, the Mother Tongue-Based-Multilingual Education (MTB-MLE) shall be implemented in all public schools, specifically in Kindergarten, Grades 1, 2 and 3 as part of the K to 12 Basic Education Program.” Yes, to repeat, “Mother Tongue-Based-Multilingual Education (MTB-MLE) shall be implemented in all public schools, specifically in Kindergarten, Grades 1, 2 and 3″ in compliance with DepEd Order No. 74, s. 2009, which institutionalizes the implementation of Mother Tongue-Based Multilingual Education (MTB-MLE) for the benefit of our children.
SY 2012-2013 starts in about THREE months. March is a busy month for the schools, what with all the graduation programs, followed by a two-month hiatus and then school opening again in June. I figure that you have a way of getting in touch with at least the Region I and Region II Directors (and possibly the Director of Cordillera Autonomous Region) and some of the teachers within these Ilocano-speaking Regions . We need to check if Ilocano will be used as the medium of instruction for Kinder up to Grade 3 in these regions. I figure, Ilocano should be the MOI in Kinder and at least Grade 1 were we to assume DO 16 is going to be implemented. I’m relying on you to please check and kindly send Multilingual Philippines some feedback.
Why am I writing you this Open Letter? I want your help in making sure DO 16 is implemented. Additionally, I’m writing this letter to appeal for your unselfish cooperation in helping the schools and DepEd authorities in your regions/communities in implementing DO 74 as directed by DO 16. In short, I am asking you as concerned citizens to dialog with the appropriate DepEd authorities regarding the implementation of these landmark DepEd Orders. Call the appropriate DepEd authorities. Write to them and let them know how you appreciate what they are doing. Let them know what you think would be a better way to implement MTB-MLE. Also, let them know about their shortcomings. Whatever, speak your mind and maintain an ongoing, mutually beneficial conversation with them.

Fellow Ilocanos: bear in mind that DO 74 as directed by DO 16, affects your children, you, your community, and the next generations of Ilocanos. Who said God, in his infinite wisdom, may even speak Ilocano fluently and wouldn’t it be embarrassing if YOU and/or your children don’t?
