DepEd Order No. 34 dated August 14, 2013, directs all Bureau Directors, Regional Directors, Schools Division/City Superintendents, and Heads of Public and Private Schools on the immediate dissemination and compliance with the order re the implementation of KWF Commissioner Virgilio Almario’s Ortograpiyang Pambansa, a complete copy of which was the sole enclosure.

On Page 4 of Ortograpiyang Pambansa (of the aforementioned enclosure), specifically in the introductory remarks entitled “Pagsulyap sa Kasaysayan bilang Panimula ni Virgilio S. Almario”, Almario writes:

“Samantala, muling pinagtibay ng Konstitusiyong 1987 ang Filipino bilang Wikang Pambansa, gaya sa tadhanang:

“Ang pambansang wika ng Filipinas ay Filipino. Habang ito a nabubuo, patuloy itong pauunlarin batay sa mga umiiral na wika sa Filipinas at iba pang wika. (Art. XIV, sek. 6)

The English version which is found in the Official Gazette is:

“Section 6. The national language of the Philippines is Filipino. As it evolves, it shall be further developed and enriched on the basis of existing Philippine and other languages.”

Google published this Filipino version:

“SEKSYON 6.  Ang wikang pambansa ng Pilipinas ay Filipino.  Samantalang nililinang, ito ay dapat payabungin at pagyamanin pa salig sa umiiral na wika sa Pilipinas at sa iba pang mga wika.”

The Filipino version of the 1987 Constitution which is found in http://www.seasite.niu.edu/Tagalog/1987_philippine_constitutionfs.htm confirms Google’s version:

“SEKSYON 6.  Ang wikang pambansa ng Pilipinas ay Filipino.  Samantalang nililinang, ito ay dapat payabungin at pagyamanin pa salig sa umiiral na wika sa Pilipinas at sa iba pang mga wika.”

Considering that this DepEd Order was issued more than a week after Rep. Magtanggol Gunigundo’s privileged speech on August 5, 2013, condemning, among other things, Komisyon sa Wikang Filipino’s announcement that it was changing the official name of our country from “Pilipinas” to “Filipinas”, pointing out that it didn’t have the constitutional authority to do so, the Department of Education through Sec. Armin Luistro simply became an unwitting party to the charge of TAMPERING WITH PUBLIC DOCUMENTS. Either that, or Luistro has betrayed the public trust that he is supposed to know what he is directing his people to do.

What gives Almario the right to REWORD an entire Constitutional provision and TAMPER WITH THE SPELLING of the original “Ang wikang pambansa ng Pilipinas ay Filipino.  Samantalang nililinang, ito ay dapat payabungin at pagyamanin pa salig sa umiiral na wika sa Pilipinas at sa iba pang mga wika” to his version: “Ang pambansang wika ng Filipinas ay Filipino. Habang ito a nabubuo, patuloy itong pauunlarin batay sa mga umiiral na wika sa Filipinas at iba pang wika?

CHUTZPAH.

  1. Ibig lang pong sabihin na Hindi sila nailuklok sa puesto ayon sa kanilang kaalaman kundi dahil sila ay kaibigan, kabarilan, at kakampi ng naglagay sa kanila.
